I have managed public sector environmental and building issues for British Columbia in the Ministry of Environment, Treasury Board Staff and the former British Columbia Buildings Corporation (BCBC) since 1990. I am currently a Special Advisor on sustainability issues to the Deputy Minister’s Policy Secretariat, Office of the Premier. I have a Master’s Degree in Public Administration, and a BA in Political Science and Asian Studies. I am a LEED Accredited Professional and have a Master’s Certificate in Project Management and am scheduled to write the PMP exam in April 2007. Career highlights include: · Founding member of the Vancouver Island Branch of the Cascadia Chapter; · Organized the Vancouver Valuation Summit (March 1,2,3 2007) bringing together 225 delegates and leading thinkers in valuation and sustainability to explore how sustainability can be incorporated into the business case; · Led a thorough consultation process over three years and managed the Cabinet committee process for BC’s High Performance Buildings Policy (2003-2006); · Team member of a community of practice for environmentally responsible procurement practices an initiative that recently obtained Cabinet approval; · Designed and established Green Buildings BC, an ongoing program which has invested over $100 million in private sector capital by energy performance contractors in public sector buildings, while maintaining or reducing operating costs and building capacity within the Province of British Columbia; · Created BCBC’s first comprehensive Environmental Management Plan including strategies for contaminated site remediation and ISO 14001 Certification attainment.


Leadership in Green Buildings For over a decade I have worked within government to embed environmentally responsible practices in building development. I have accomplished this by raising awareness of the opportunities inherent in green buildings. My initial efforts focused on: 1. assisting organizations to meet regulatory standards and to “to do less harm” through environmental management and contaminated site remediation strategies for the Provincial portfolio of buildings and properties; 2. reducing energy consumption through innovative cost reduction; and 3. improving business and operating practices. The public sector – where the occupant, owner and investor are the same entity, portfolios are large, and capital expenditures and operating costs are significant – offers a compelling business case for green buildings. I have been actively involved in the development and introduction of policy frameworks. This began with a notion of stewardship, and has evolved into a broader awareness of the global impact of our activities as individuals and society, i.e. sustainability. I am constantly seeking out new opportunities for restorative building practice. This is an exciting time to be involved in buildings, and I am pleased to be contributing to the green building movement. Evidence of my demonstrated leadership in green building: · Identified an opportunity to significantly lower public sector building energy consumption and operating costs, using private sector capital. Subsequently worked with Cabinet Operations, the Provincial Treasury, the energy performance contractor industry association and BCBC’s Technical Value Department to develop a business case to obtain Cabinet approval and initial funding for establishing Green Buildings BC. This included rewriting the Provincial Guidelines for Alternative Procurement. · Led consultation within and outside government, and managed the High Performance Buildings (HPB) Policy through the 3-year process of Cabinet committee and Cabinet approval. The recently announced HPB Policy established LEED Silver as a mandatory minimum for all new buildings in the broader public sector in BC, while also setting specific targets for LEED Gold and Platinum buildings. · Founding member of the Vancouver Island Branch of the Cascadia Chapter, which is currently working through a formative Chaordic Design Process that delineates our purpose, principles, practices etc. · Currently working on cross government initiatives related to the government’s climate change action plan, with an emphasis on green buildings and liveable communities. · Initiated ongoing discussions with key Deputy Ministers to establish carbon footprints for their Ministry operations, starting with their accommodations and fleets throughout British Columbia. · Identified an opportunity to include green building rating systems and adherence to provincial energy targets in the Major Projects Inventory, a detailed report of $1 billion-plus of investment in projects over $15 million in British Columbia. Industry and labour market specialists across Canada now use this report in their work. The British Columbia Ministry of Economic Development agreed to include green buildings in its project profiles. The data are gathered quarterly through surveys of project managers, and verified by public third-party registration systems (e.g. CaGBC LEED Registry). Project managers are polled quarterly as to whether their project is registered with a rating system, and if so, which one and at what level. All green building projects will be identified in the public report. I believe this will encourage enhanced awareness and competition for green building registration throughout British Columbia’s development industry. · Organized an international conference bringing together 225 delegates and key thinkers on valuation to explore how to include sustainability in the business case. Key outcomes included the signing of the Vancouver Accord, a commitment to support the work of the valuation professions through 2010, signed by the Premier and 13 business leaders, the launch of a Certificate in Sustainability for valuation professionals, and a framework for collaborating with international educators on the evolving business case for sustainability.


I am a founding member of the Vancouver Island Branch of Cascadia. We are currently working through the formative stages of developing the Branch principles/values, decision making model, structure etc. I organized a series of 3 lectures at the University of Victoria through the Beck Foundation on the sutainable fratures of the Icelandic farmhouse, and 3 lectures through Green Buildinsg BC, BCBC and the AIBC in Vancouver. The speaker Hannes Larusson, described how he had restored his family's icelandic turf farmhouse near Reykjavik Iceland. I worked with the CAGBC and Cascadia to promote the Vancouver Valuation Summit and heped promote Jason McLellan's presentation in Victoria.


I am a public administrator with an extensive background in the development and implementation of public policy related to environmental, capital planning and construction, green buildings and building related isseus within the broader public sector. Sustainability has been led by the privates sector and the green building councils and now government is stepping up to the plate. Te province has recently set very aggressive targets for its operations that wil require bold new strategies to achieve them. I am actively involved in many aspects of the provinces climate change plan. I have an abilty to identify strategic opportunities and to combine the efforts of various organizations toward the attainment of mutla goals and objcetives. I have done this time and again on envoronmental, financial and sustanability issues. I believe my public adminstration education, skills and depth opf experince will be of value to Cascadia as the Green Buidings Movement and cascadia continue to grow, evolve and mature. Engaging the diverses interests of public sector organizatons requires patience, determination and strategy in order to achive ambitious goals realted to climate change. I have the appropriate skills. While my skill set and experinec appear to differ from the profles of the curent board members I beleive it will be of value as Cascadia relates to other GBCs and its own growing organization. I may bring a perspective that will contribute to the way in which Cascadia serves to promote change in the bulding industry and awareness of green buildings.


I would like to make a more significant contribution to the green building movement in general, and Cascadia in particular. I would like to be part of the most innovative chapter in North America. I want to use the knowledge I've gained in my professional life in an effort to reduce the effects of climate change though green builings. I am not content to attend conferences and read newsletters in my own region. I wanto be as involved as I can be to the best of my abilities.
